Graduated in Pharmaceutical Sciences, PhD in Pharmacy, specialising in Pharmaceutical Technology, from the Faculty of Pharmacy of the Univ. of Porto (FFUP). Several post-graduate courses, namely at MIT and Univ. Barcelona, and completed the Programme for Senior Management of Health Institutions at AESE. Professor at the Faculty of Pharmacy of the Univ. of Porto. Counselor for the V Mandate of the National Ethics Council for Life Sciences and President of the Innovation Council of the Portuguese Association of Health Engineering and Management. Integrates platforms for reflection on health policies. Author and co-author of books, chapters, patents and scientific and professional papers in the fields of Pharmacy, Medicine and Health Policies, as well as conferences and communications at congresses and other national and international events. President of the Pharmacists Association between November 2009 and February 2016. Member of the National Education Council between 2010 and 2018. Member of the Advisory Boards of Infarmed and A3ES and the Portuguese Delegation of the International Pharmaceutical Federation, Pharmaceutical Group of EU, Europharm Forum and European Association for Health Professions Competent Authorities. In 1997, Carlos Maurício Barbosa created the first degree course in Pharmacy in Mozambique, of which he was coordinator and Visiting Professor until 2007. Created and directed the Technological Centre of Medicines of the National Association of Pharmacies. Expert and member of the Writing Commission of the National Hospital Form of Medicines. Coordinated the conception and preparation of the Portuguese Galenic Formulary. He was one of the founders of the Soc. of Pharmaceutical Sciences, President of the Spanish-Portuguese Local Chapter of Controlled Release Society and member of the Board of the Int’l Society of Pharmaceutical Compounding. He is currently the President of the General Assembly of the Portuguese Society of Cosmetological Sciences.
